Launch designation changes

• 2017-F04 (Simorgh failure): changed to 2017-S112 as Andrei Krasil'nikov has convinced me that the balance of the evidence is that this was a suborbital test flight and not an orbital launch attempt.
• 2021-F04 (Simorgh failure): deleted; I feel the evidence that a launch occurred is insufficient.
